I believe that Chuck has this identification exactly right.

Hello,

yes,she is Tsesarevich.

I understand she was part of the BB20 program (later known as BB(X)) to produce a land attack battleship with advanced tumblehome hull for combat in the littoral environment.

Possibly....

GL / tangosix,

Do I detect a not so subtle reference to the DDG-1000 program of the USN? ;-)

Really? It was my understanding that it was to have the world's most advanced electro/coal/oil/magnatometer drive system. 32 were originally planed to be built but it was reduced to 3. Production was stopped mid-stream when they decided it should have armament of some kind. Preferable guns.

Anonymous,

No, no! That was the CG(X) program. Don't confuse it with the BB(X) or DDG-1000 programs. ;-)

Hello,

Tsesarevich was due to receive the very latest fire control abacus during her first refit.

GL / tangosix,

FC Abacus? Was it gyro-stabilized? Otherwise, ship's roll might induce errors in calculations...
