In terms of national security,nuclear weapons are irrelevant,according to the Campaign for Nuclear Disarmament,a point demonstrated by the Ukranians who,having disposed of their nuclear weapons and signed the Treaty on the Non-Proliferation of Nuclear Weapons in return for security assurances,are now enjoying "peace through disarmament" and reaping the benefits of being able to spend more on healthcare,education and new homes.
