Yep,Chuck just beat me to it. Nuclear-powered SSV-33 Ural (ССВ-33 Урал) command ship. Hull derived from that of the Kirov class nuclear-powered battlecruisers. And this ship was actually adequately armed for defending itself.

Have to admit, at first I thought it was Chinese, but it was obviously a space tracking ship. There aren't that many that are not American.
